We don’t believe it’s a half-banded snake eel. Looks more like a sea snake.

Looks like a zebra moray to me.
A coral reef snake real poisonious!
A Zebra Moray Eel. I happened to be in Kauai last weekend, I saw one just like that while snorkeling at Tunnels Beach.
It’s been confirmed to be a half banded snake eel. Not poisonous; very rare. What I saw had wide bands of black and white; the zebra moray is more subtly marked.
One of these startled me yesterday, as I snorkeled over a small reef in Laie, Oahu! It was about 15- 20 inches long, and swam away into a crevice. It was a beautiful reddish brown, with white and black stripes.
